Statewide interoperability - KDOT Towers
From Michelle Abbott, KS SIEC - On June 25, 2014, the Statewide Interoperability
Executive Committee (SIEC) was briefed by representatives from the Kansas
Department of Transportation (KDOT) of their plan to issue a Request for
Proposal seeking a consultant with expertise in relevant technology and
communication systems to conduct an inventory and analysis of the Kansas
Statewide Interoperable Communications System (KSICS) and identify strategic
options for its long term sustainment.
The current structure where KDOT is identified as the sole owner and operator of the system is not sustainable and this study is necessary in order to ensure long term funding and viability.
The Kansas P25 trunked radio system is nationally recognized as a benchmark public safety capability and it is the desire of the SIEC to maintain and solidify this status. Significant investment has been made by all partners in this endeavor and this will be of primary consideration during this collaborative discussion.
The Statewide Interoperability Executive Committee supports the solicitation of this study and the goal of identifying options that ensure the longevity of the system and greatest access for all users. As this process will take many months, there is no expectation of any immediate or drastic changes. Awards to be given at Fall Conference
Since only one KSAPCO Conference is scheduled for this year, the awards normally presented at the Spring Conference will be given at the Fall Conference.
This year, additional awards have been added to the "Telecommunicator of the Year", including "Communications Director of the Year", "Line Supervisor of the Year", and "Communications Team of the Year".

Changes in KCJIS Committee head to Governor
From Brad Gilges, KCJIS Committee APCO Representative - SB402, the KCJIS Bill passed by the House last Thursday by a vote ov 123-0, and now goes to Governor Brownback for signing. One major change in the Bill is that KSAPCO is now a member of the committee instead of the 911 Providers Association. Governor's Council seeking trainers
From Kim Pennington, Director of Sedgwick County Emergency Communications - For the past year, I have been working on the Governor’s
Advisory Council for Domestic Violence as the Communications Specialist
Subcommittee Chair. This group has worked hard to develop a curriculum that
speaks specifically to dispatchers and call takers. We would like to have
regional trainers so this can be deployed in all parts of the state. By having
regional trainers, we reduce the travel burden to the agencies and
personnel. If you or someone in your agency is interested, please apply

Bill may impact charges for open records
From the Kansas Association of Counties - SB 10 was heard last year (2013) in the Senate Federal and State Affairs Committee and many county and city officials came out to oppose the legislation, which created new requirements that we provide free services and copies under the Kansas Open Records Act. It did not move last session. Suddenly this year it is worked and amended –without any notice in the calendar that the bill would be worked this session – and passed out. It passed the full senate last week. The bill does the following:
- No charge is allowed for a records request that can be fulfilled with less than an hour of staff or if the request is fewer than 25 pages.
- Sets a per-page fee of $.25 for copies, with additional fees set out in the bill.
- Set forth the fee for attorneys reviewing the records request at $60 per hour; IT at $38 per hour; and clerical staff time at $18 per hour.
- Strikes from the law the ability of the public agency to charge the costs of accessing copying services outside the agency.
- Requires under the Open Meetings Act that the presiding officer must ensure that minutes are taken, and the Kansas Secretary of State determines the format of the minutes.
We are asking that Representative Steve Brunk, who chairs the House Federal and State Affairs Committee, not take any action without first holding a hearing on this bill. We want the House members to hear local government’s concerns. Please let Chairman Brunk know—and others on the committee—that this bill should not move when it creates new requirements on local government and there has been no hearing on the current contents of the bill. Remind on KSAPCO Conference
Just a reminder that there will be no Spring Conference this year. The Kansas Chapter has decided to have an "annual" conference held in the fall. The conference will include many "mini-training sessions", which the Board is currently working on and planning at this time.
GIS Enhancement Project
From Scott Ekberg, 911 Coordinating Council Liaison - As you are aware, the GIS sub-committee of the Coordinating
Council has created regions for remediation work within the GIS Enhancement
project. The sub-committee is also working on acquisition of
statewide digital ortho imagery. The sub-committee feels that this imagery
could be of benefit to the remediation process. With this in mind, the
sub-committee has decided to re-order the progression of the gap analysis through the
regions. Additionally, the regions are being renamed to
simplify. The order will now be:
Region 1A - Now Region 1
Region 2A - Now Region 2
Region 2B - Now Region 3
Region 1B - Now Region 4
Region 3B - Now Region 5
Region 3A - Now Region 6
These changes are reflected on the www.Kansas911.org website.

Blanchard is new volunteer for AFC

is pleased to welcome Robert Bill of Ohio and Stanley
Blanchard of Kansas as the newest volunteer members of AFC’s local
advisor network. Both successfully completed their initial training in Daytona
Beach the week of January 13. Robert will be the primary advisor for Ohio
assisting Paul Mayer who will be retiring by next August. Stanley has assumed
the responsibility of primary advisor for Kansas replacing AFC’s long time
local advisor Leon Gray who recently retired.

Kansas Legislature reviews 911 Act
From Scott Ekberg, Kansas 911 Coordinating Council Liaison: The Kansas 911 Act is currently being reviewed by the
Kansas Legislature in accordance with the act. The Coordinating Council has
recommended a few changes to the Act and these changes are presented in SB 284.
